What is "Read Only?"

The employee has "Read Only" showing when he attempts to look at his appraisal. How do we change it so the employee can input comments?

The Admin will need to click the "Un-RFM" button on that employee's Appraisals. 

Select the employee then go to: Finish Appraisal> Ready Tab.
